CF1R for Roof and Insulation Alterations
Roof and attic work goes on the general alterations form, CF1R-ALT-01-E in Appendix A, or ALT-05-E when nothing needs field verification. The first test is 50 percent: roof rules apply when more than half the surface is replaced. No ECC-Rater verifies the attic rules, and QII belongs to additions over 700 sq ft.

The 50 percent roof line
Section 150.2(b)1I covers replacing the exterior surface of a roof, including laying a new layer over the old, where more than 50 percent of the roof is replaced. The manual's reroofing example words it as "50 percent or more", so a job at exactly half is a question for your department. Past the line, steep-sloped roofs in zones 4 and 8 to 15 need an aged solar reflectance of 0.20 and emittance of 0.75, or an SRI of 16, unless an exception such as R-38 ceiling insulation or an attic radiant barrier applies. Low-sloped roofs in zones 4 and 6 to 15 need 0.63 and 0.75, or SRI 75, and Table 150.2-F adds R-14 continuous insulation in zones 1, 2, 4 and 8 to 16. CF1R-ENV-04-E is the SRI worksheet; the manual's chapter 2 calls it "SRI-WS".
Insulation work has its own trigger
A vented-attic ceiling counts as altered when insulation is replaced or added, the ceiling plane is replaced or a new duct system goes into the attic. Section 150.2(b)1J then asks for a U-factor of 0.020 or R-49 insulation in zones 1 to 4, 6 and 8 to 16, air sealing in zones 2, 4 and 8 to 16, and covered recessed downlights. Existing R-38 exempts the whole subsection; existing R-19 relieves parts of it by zone. Altered rafter roofs have a mandatory R-19 minimum.
QII and the rater
The manual states that a building department official, not an ECC-Rater, verifies the attic requirements. QII is prescriptively required for additions over 700 sq ft (Sections 150.2(a)1A and 150.1(c)1E, lifted at 700 sq ft or less by 150.2(a)1Bv) and does not appear in the alteration list of Section 150.2(b)1. So a reroof or attic top-up alone needs no registration.

Frequently Asked Questions
The manual says an ECC-Rater is not required to verify the attic and ceiling requirements; the building department verifies them. A job with other verified features, such as duct work, can still need one.
