CF1R-NCB-01-E: The Prescriptive Certificate for New Homes and Large Additions
CF1R-NCB-01-E is the prescriptive certificate of compliance for newly constructed single-family buildings and for additions of 1,000 square feet or more. It records the minimum energy specifications chosen for the design, and for a new home it starts a registry record and an ECC-Rater visit. The performance alternative is CF1R-PRF-01-E.

Reading the form number
CF1R marks a certificate of compliance, and NCB stands for newly constructed building. Appendix A of the 2025 single-family manual titles it Prescriptive Newly Constructed Buildings and Additions Equal to or Greater Than 1,000 ft2. A smaller addition uses an ADD form instead.
What sits on it
The sheet names the minimum energy specifications the designer or owner selected, and it must include the heating and cooling load calculation results. It also has to match the plans. Many departments ask for it embedded in the drawing file as full-size sheets of the plan set.
The trail it starts
- Registration is required for all newly constructed homes, so the NCB-01 submitted to the department is the registered copy.
- The installer's companion for the heating and cooling equipment is CF2R-MCH-01c-E, Space Conditioning Systems-Prescriptive NCB.
- A new home with a central HVAC system has duct leakage, airflow and fan watt draw, and exhaust fans or ventilation checked by an ECC-Rater when those systems are installed. The airflow check expects a hole or probe for static pressure.
What the plans examiner compares it with
Window and skylight U-factor and SHGC must appear in a schedule on the drawings, and HVAC efficiency values such as SEER2, EER2 and AFUE must match the certificate. For a production home that may be built in any orientation, the examiner verifies compliance facing all four compass points.
When another form takes over
If a prescriptive item cannot be met, a new building goes to the performance route, which must use Commission-approved software and produces CF1R-PRF-01-E.
