How to Read ECC Measures on a CF1R

ECC measures sit in the ECC Feature Summary, a short list of features an independent ECC-Rater must test or verify on site. The section was called the HERS feature summary before the ECC Program began on 1 January 2026. Each line needs a registered installer CF2R and a rater CF3R, so read it before equipment is ordered.

Where to find it

Start at the compliance results statement, which on a modeled certificate says the building "incorporates features that require field testing and/or verification by a certified ECC rater". The ECC FEATURE SUMMARY follows, with this introduction: the listed features "must be field-verified by a certified ECC Rater as a condition for meeting the modeled energy performance", and "Registered CF2Rs and CF3Rs are required to be completed in the ECC Registry". The manual calls this part of the CF1R the ECC required certification section.

What a list looks like

On the registered all-electric ADU certificate we read, six lines appeared: indoor air quality ventilation, kitchen range hood, verified EER or EER2, verified SEER or SEER2, verified HSPF2 and verified heat pump rated heating capacity. A ducted system adds duct sealing, refrigerant charge, verified airflow and fan watt draw, among others in the manual's HVAC list.

What each line sets in motion

  • The installer performs the initial testing, completes the CF2R and submits it electronically to the registry; the ECC-Rater, independent of builder and installer, then verifies and signs the CF3R.
  • Matching forms in Appendix A include CF2R-MCH-20-H and CF3R-MCH-20-H for duct leakage, MCH-23-H for airflow, MCH-25-H for charge and MCH-27-H for ventilation.
  • The rater may not sign a CF3R without the installer's registered CF2R, and the department cannot issue the certificate of occupancy until it has the CF3Rs.

What to do about it

Hand the page to the HVAC contractor before ordering, and book the rater before installation. If the installed model differs from the one listed, the CF1R is revised and registered again, because only the current revision is valid. Features not mandatory in every home appear only when a model took credit for them. The rater's visit is separate from the building inspector's.
