What Is an LMCC Certificate?

What it does

An LMCC describes the building the compliance claim rests on and demonstrates that the design meets the requirements — the envelope assemblies and their insulation, the glazing and its performance, and the space-conditioning, ventilation and water-heating systems. It is prepared at design stage and submitted with the permit application, and it is the document a plan checker means when asking a multifamily applicant for their Title 24.

It sits alongside the LMCI, completed during construction as things are installed, and the LMCV, completed by a certified ECC Rater where field verification applies.

Registered or not

This is the part that catches people. An LMCC may be issued without being registered in an approved data registry only where the project's scope includes no measure that requires field verification and diagnostic testing. As soon as one such measure is present, the required certificates have to be registered.

So the design decisions drive the paperwork route. Choosing systems that avoid verified measures keeps a project on the simpler administrative path; relying on one moves it onto the registered path, with a rater and a site visit attached.

A current practical gap

There is a wrinkle worth knowing about rather than discovering. Fillable prescriptive LMCC forms are published for low-rise multifamily projects that do not require verification. For the prescriptive forms that do need registering, approved provider registries have not all been in place, which has affected new construction and additions and alterations alike.

The practical consequence is that the route a project takes should be confirmed against what is currently available rather than assumed from the code text, particularly on prescriptive multifamily work.
