The low-rise multifamily family
Three documents cover the three stages of a project. The LMCC, the Certificate of Compliance, is the design-stage document: it describes the building and demonstrates that it meets the requirements. The LMCI, the Certificate of Installation, is completed during construction by the parties installing the regulated features. The LMCV, the Certificate of Verification, records field testing and has to be completed by a certified ECC Rater.
Where the form family changes
At four habitable storeys. Above that a multifamily building is documented on the nonresidential, hotel/motel and high-rise multifamily forms rather than the low-rise set. High-rise multifamily can also use approved technicians or ECC Raters to address some of the dwelling-unit requirements.
Because the switch is driven by habitable storeys — a storey with at least half its volume above grade — a design sitting close to the boundary should have that settled before the documents are started, not after.
When the forms have to be registered
Registration is not universal. Where a project's scope contains no measure requiring field verification and diagnostic testing, the compliance documents may be produced without being registered in an approved data registry. Where any such measure is present, the required certificates have to be registered.
That makes the verification question the one that decides the administrative route, not the size of the building. A modest project that relies on a verified measure carries more process than a larger one that does not.
