Multifamily Water Heating Requirements
A central system serving nine or more dwelling units must have recirculation with a thermostatic master mixing valve. All hot water piping needs insulation, not just the loop — and individual gas instantaneous heaters are no longer permitted in low-rise buildings.
Nine units is the threshold
For central systems serving nine or more dwelling units, a recirculation system is mandatory, and it must be equipped with a thermostatic master mixing valve conforming to ASSE 1017-2009.
The mixing valve is doing safety and efficiency work at once. A central system has to store water hot enough to control legionella, which is hotter than is safe at a tap. The valve blends it down to a safe delivery temperature — so storage can stay hot without scalding anyone. Specifying the standard rather than just "a mixing valve" is what makes that verifiable.
No return pipe over 225 feet
Where a system has multiple recirculation return pipe loops, no return pipe may exceed 225 feet developed length.
Developed length means the actual run including fittings, not the straight-line distance. A long return loop loses heat continuously along its whole length and takes longer to bring hot water back, so the pump runs more and the losses compound. Capping loop length at 225 feet forces a building of any size into several shorter loops rather than one long one — which is a riser layout decision, made early.
All the piping, not just the loop
Hot water insulation is required for all piping, not only the recirculation loop. And ECC verification is mandatory.
The change from loop-only to all-piping matters because branch runs to individual fixtures add up to a great deal of pipe in an apartment building. Each branch cools between draws, so the first water out of the tap is wasted while the resident waits — a loss that never appears in a plant efficiency calculation.
ECC verification means this is field-verified and registered rather than taken on trust. If you know that process as HERS verification, that was its name until 1 January 2026, when it moved into the Energy Code Compliance Program.
Central heat pumps: NEEA Tier 2 or higher
To comply with the updated central system requirements, the project must use a heat pump system rated NEEA Tier 2 or higher. That is a product specification, checkable against the rating rather than argued about — and it is the kind of requirement that quietly rules out equipment selected on price.
Gas instantaneous is out in low-rise
Individual gas or propane instantaneous water heaters may no longer be used in low-rise buildings. This restriction does not apply to midrise.
Note which way that runs. The low-rise category is the more constrained one here, which is the opposite of the usual assumption that taller buildings face stricter rules. A developer carrying a unit-by-unit gas instantaneous approach forward from an earlier low-rise project needs a different strategy.
What to establish before the plumbing design
The number of units on each system, whether the building is low-rise or midrise, the riser layout and achievable loop lengths, and the heat pump rating. Every one of those is fixed early and expensive to revisit — and the 225-foot loop limit in particular is a layout constraint rather than an equipment choice.
