Title 24 Requirements for Hotels and Motels in California
Hotels and motels are named explicitly in the nonresidential compliance family, and the Energy Code singles out guest room thermostats as a mandatory control requirement of their own.
Named in the form family
The NRCC certificates cover nonresidential, hotel/motel and high-rise multifamily buildings. Hotels and motels are not squeezed into a category built for something else — they appear in the scope of the nonresidential set by name, which is unusual and useful.
Guest room thermostats are a specific requirement
Section 120.2 lists hotel and motel guest room thermostats among its mandatory controls, alongside thermostatic control for each zone, heat pump controls, shut-off and reset controls, and automatic demand shed. So the guest room is treated as its own control problem rather than as one more zone.
That reflects how the building actually behaves: a room is unoccupied most of the day, often unoccupied for days, and the occupant has no interest in the energy consequences of leaving it conditioned.
A hotel is many occupancies at once
Guest rooms, corridors, a lobby, meeting and convention space, back of house, laundry, a restaurant and a car park. Each carries its own lighting power density under the area category method, and Table 140.6-C carries entries for convention centres and lobbies specifically. Corridors are on the occupant-sensing list in their own right.
Where the food service is
A hotel with a commercial kitchen inherits the kitchen requirements, including demand ventilation where combined Type I and Type II hood exhaust exceeds 5,000 cfm, and the make-up air limits that go with it. A hotel with a laundry has process load to account for.
What that means for the submittal
A hotel is one of the few commercial project types likely to touch every discipline at once — envelope, indoor lighting, outdoor lighting, mechanical and covered process. It is the project where establishing which NRCC parts apply, early, saves the most.
