Are Title 24 Revisions Included? What Counts as a Revision and What Is a New Project
Yes. Changes needed to make the same project comply are revisions, and our orders include them without a separate charge until the project complies, building department comments among them. A new design, a change of scope or a different building is not a revision, and a permit that expired with no construction is judged afresh under the code then in effect.

Three kinds of change, one test
A plan-check comment arrives when the examiner finds the CF1R and the drawings disagree; the applicant corrects and resubmits. A design change before construction falls under Part 1 Section 10-103(a)2B: if a specification changes so the building may no longer comply, it must be brought back into compliance and shown on amended plans, specifications and certificates. A field substitution is handled through change orders, and a field change that causes noncompliance needs approved revised plans and revised energy documents.

What the code treats as a new project
- A permit that expired with no construction under it. The department may not issue a new one until it finds in writing that the design meets Part 6 as it stands on the new application date (Section 10-103(d)1).
- A rerun after the software moved on. Previous versions expire 60 days after a minor update is approved and 90 days after a major one (Section 10-116(d)), so the same inputs can return new numbers.
Why a substitution comes back to the report
