Do Lighting Changes After the Report Need a Revised CF1R?
Usually not. Lighting energy cannot be traded against other measures in the performance method, so a fixture swap seldom changes the CF1R result. The new lighting must still meet the mandatory residential lighting rules, appear on the lighting CF2R, and be corrected at rough-frame inspection, before drywall, if it falls short.

Why lighting rarely moves the report
The manual lists what the efficiency budget covers: space heating and cooling, water heating, ventilation fan energy and solar generation. It states that lighting and appliance energy is not eligible to be traded off. A swap therefore neither rescues nor sinks the energy margin. The exception is a swap that makes the installed lighting depart from the approved plans or a mandatory rule, which falls under Section 10-103(a)2B.
What still has to be true
- Every permanently installed luminaire meets Reference Joint Appendix JA8, and certified products carry a JA8-2025 or JA8-2025-E mark.
- A recessed ceiling downlight cannot have a screw-base socket, needs a JA8-2025-E source and an airtight label under 2.0 cfm at 75 pascals, and is sealed to the ceiling with gasket or caulk.
- Habitable rooms get wall-mounted dimmers. Bathrooms, garages, laundry rooms, utility rooms and walk-in closets need an occupancy or vacancy sensor on at least one luminaire.
- A forward phase-cut dimmer controlling LEDs must be rated NEMA SSL 7A.
The paper that follows the fixture
The installed lighting is certified on CF2R-LTG-01-E, Lighting - Single Family Dwellings. At final inspection the builder also leaves a schedule of all interior luminaires and lamps installed to meet Section 150.0(k), so a swapped fixture belongs on that schedule. The plans examiner checks luminaire efficacy, switching, controls and outdoor lighting against the plans, which means the plans should show the change.
Fix it at rough frame
The inspector verifies high-efficacy lighting at the rough-frame inspection so corrections happen before drywall. That timing avoids removing drywall and insulation later just to take out one non-compliant can.
When lighting rides along with a bigger change
If the same revision moves walls or adds a room, the lighting joins an amended set; the amended CF1R quick reference sorts the other changes.
