The Plan Checker Asks for the Title 24 Software File: What Is It and Who Provides It?

The file is the electronic input file that the approved compliance software produced behind a performance CF1R. Section 10-103 lets the department require it. The preparer holds it, not the owner, and it supports the registered CF1R, which stays the document the department approves.

What is being requested

Section 10-103(a)2C gives the enforcement agency authority to require supporting documentation used to generate the certificate of compliance, including the electronic input file of the compliance software behind a performance CF1R. It is a check on the numbers, not a second certificate.

Three names for nearly the same thing

  • Input file: the building model entered in the software.
  • XML: the Compliance Data Exchange File, an XML file holding the data used to fill in the compliance document.
  • Compliance Registration Package: the signed or encrypted bundle sent to the registry, which includes that XML. A common form is a zip file, protected with a password.

Who has it

Whoever ran the software, normally the preparer. A performance certificate must be produced with Commission-approved compliance software, and the registry receives the data as a package from it. The input file named in Section 10-103(a)2C belongs to performance certificates. A prescriptive CF1R has no simulation model behind it, so ask the department what other supporting documentation it wants.
