Why Was My Plan Check Rejected for Title 24?
Most energy comments come down to six causes: the CF1R is unregistered or unsigned, the project name or address differs, a schedule disagrees with it, a form is missing, the edition is wrong, or evidence of existing conditions is absent. Read the comment first to see which document and which line it names.

The six causes and the person who fixes each
- Unregistered or unsigned. Where registration applies, plan check wants a registered copy showing its number, signed by the documentation author and the responsible person. The preparer fixes it.
- Name or location differs. The identification on the CF1R must be consistent with the plans. The designer or preparer picks the right version; see the identifier page.
- A schedule disagrees. The examiner compares window U-factor and SHGC, SEER2, EER2 and AFUE, insulation, cool roof reflectivity and PV size with the sheets. The designer corrects whichever is wrong, as the mismatch page shows.
- A form or a change is missing. A specification changed after approval needs amended plans and certificates. The designer or contractor sends them.
- Wrong edition. The permit is judged under the Part 6 in effect on the application date, so confirm with the department which application date it recorded; the 2022 or 2025 page has the dates.
- No existing-conditions proof. Credit for verified existing features must be verified before construction begins and before the permit application. The owner or preparer supplies it.
How to answer the correction
Plan check looks at fire, life and safety first, then at energy. Vague, missing or incorrect information is returned for correction and resubmittal, so reply to each line with the sheet number you changed. Do not edit a registered CF1R by hand: a revision must be registered again and only the current revision is valid.
