Why Does the Plan Checker Say Title 24 Does Not Match the Plans?
The plans examiner compared the CF1R with the drawings and found a value that differs. Decide which document describes the building you want, then correct the other. If the plans are right, the CF1R is revised and, where registered, registered again.

How the check works
The compliance manual says plan check focuses first on fire, life and safety and second on energy. The examiner compares CF1R data against the rest of the submittal and must also check that the CF1R itself holds no errors. A comment usually names one feature, so go straight to that row.
Where each mismatch hides
- Glazing. Window schedule U-factor and SHGC against the CF1R, then window area by wall against the elevations.
- HVAC type and capacity. The mechanical sheet against the CF1R for system type, SEER2, EER2 or AFUE, duct layout and register placement. A heat pump claimed for capacity credit is verified at 47 and 17 degrees F against the CF1R value.
- Water heater. Type, plus the manufacturer certification check and the piping design and insulation.
- Solar PV size. The examiner checks capacity, orientation and tilt, and shading. The required size is calculated from conditioned floor area, with a ceiling set by solar access roof area times 18 for steep-sloped roofs or 14 for low-sloped roofs.
- Conditioned floor area. The floor plan against the CF1R. An area change also changes the PV size.
- Orientation. The site plan north arrow against the model. The standard design spreads glazing across four orientations.
Which side to correct
The manual points out that crews and material buyers rely only on the approved plans, so the plans must carry what the certificate promises. If the CF1R shows what you want built, redraw the sheet. If the drawings are right, revise the CF1R. The Reference Appendices require a registered revision before it goes back to the department, and a printed copy must match the current registered revision. The department may also ask for the software input file, so check it matches too.
