What Is the Manufacturer Certification Check at Title 24 Plan Check?

For HVAC and hot water equipment the plans examiner confirms that items needing manufacturer certification are listed as certified to the Energy Commission. Ten single-family items need it. A listing proves only that a certification was submitted and accepted, and the Commission makes no claim that the product meets the requirements.

The ten certified items

In single-family buildings the manufacturer must certify to the Commission:

  • airflow measurement apparatus
  • battery and energy storage systems
  • central heat pump water heaters
  • drain water heat recovery
  • ducted variable-capacity heat pumps
  • intermittent mechanical ventilation systems
  • low-leakage air-handling units
  • occupant-controlled smart thermostats
  • heat pump water heater demand management systems
  • residential fault indicator displays

What the check does and does not prove

Certified items are identified on the CF1R and verified during inspection. The examiner treats the certification check as one of the HVAC and domestic hot water comparisons against the plans. Inclusion on a list confirms a filing, not performance, so a listed model still has to match the CF1R in every other value.

When the model is not on the list

  1. Ask the manufacturer or supplier for the efficiency and regulated characteristics of the device; Section 10-103(c) obliges them to provide it on request.
  2. Ask the Energy Code Hotline, which can verify certification of appliances and point to the right directory.
  3. If the installer wants a different model, the CF1R changes with it. See changed HVAC after the CF1R.
