Cantilevered Floors and Overhangs: Floor Insulation Under Title 24
A cantilever or overhang with open air beneath it is a raised floor, so it takes R-19 or an assembly U-factor of 0.037 or less under Section 150.0(d). The exposed-floor table, JA4 Table 4.4.2, is the one to check: there a 2x6 with R-19 reads higher until R-6 of continuous insulation is added, while deeper joists pass with cavity insulation alone.

Why an overhang is a raised floor
Section 100.1 defines a raised floor as a floor over a crawl space, an unconditioned space or ambient air, and an exterior floor as a horizontal exterior partition under conditioned space. Section 150.0(d) caps such a floor at U-0.037 and says a wood-framed floor may show it with R-19 or more.
Why the table matters
Joint Appendix JA4 has a separate table for wood floors without a crawl space that are exposed to outdoor conditions. At 24 inches on center with no continuous insulation, it lists:
- 2x6 with R-19: 0.047, which falls to 0.037 with R-6 continuous insulation;
- 2x8 with R-22: 0.042;
- 2x10 with R-25: 0.037;
- 2x12 with R-38: 0.027.
The R-19 shortcut in the Standards and the tabulated value for the same assembly do not line up exactly, so ask whether the department accepts the shortcut or wants the U-factor shown. The table forbids interpolation by hand, so intermediate cases go through software. At 16 inches on center the manual's summary puts the 2x6 with R-19 at 0.049.
Keeping the batts in place
Cavity insulation must touch the subfloor, fit without gaps or doubling, and be supported so it cannot sag. The manual describes hangers about 18 inches apart or netting stapled under the joists. Where an air space lies between insulation and subfloor, the rim joist is insulated as well.
Bay window floors and existing overhangs
A bay window floor follows another rule: Section 150.0(c)4 sends it to the wall insulation requirements. For an existing overhang, the manual lists insulating a floor over a crawl space, garage or unheated basement as an alteration but does not name open-air overhangs, so confirm the classification with the department.
