Do Shipping Container Homes Need Title 24?

Yes. Part 6 regulates a building by its occupancy and permit date, not its material, so a container made into a dwelling is judged like any other. What changes is the envelope: steel is tested by assembly U-factor, and no official table has a row for a corrugated container wall.

No exemption for the material

A unit with permanent provisions for living, sleeping, eating, cooking and sanitation is a dwelling unit, and a building with two or fewer is single-family, so Sections 150.0 and 150.1 apply to a new one. A new detached ADU is newly constructed, and an attached ADU or converted unconditioned space is an addition. No official source says whether a used cargo container counts as a building “never used or occupied”, so expect the building department to classify it. See tiny homes for the legal categories.

Where steel changes the arithmetic

Table 150.1-A has one wall line, with no wood and metal split: U-0.048, or U-0.065 in climate zones 6 and 7. Section 150.1(c)1B holds unframed walls to the same figures, which is the clause a bare steel wall with foam on it falls under. The R-15 and R-21 shortcuts are for wood framing only. The compliance manual says metal framing generally needs continuous rigid insulation: a 2x6 wall with R-21 and R-5 continuous reaches 0.048 in wood but 0.083 in JA4 Table 4.3.4 for metal.

No row for a corrugated wall

JA4 has metal-framed walls, metal buildings and factory insulated panels, but nothing for a container side. The options are a furred stud wall rated from Table 4.3.4, a U-factor calculated by the Modified Zone Method or approved by the Commission’s Executive Director (JA4.1.1), or the exceptional design route of Section 10-104(a). Whether the software accepts a stud-less shell is not in any official text, so agree the route with your consultant first.

Roof, air barrier and foam

A non-wood roof must reach U-0.043, and the R-38 cathedral option states values for wood framing. In climate zones 13 and 15 a low-sloped roof needs an aged solar reflectance of 0.63; unrated surfaces get far lower defaults. Sheet steel is a listed air barrier, quality insulation installation is prescriptive in every zone, and structural steel must be insulated against thermal bridging, which the ECC-Rater verifies. Closed-cell spray foam counts R-5.8 per inch and needs a half-inch gypsum thermal barrier.

Openings and paperwork

A cut-in window is ordinary fenestration, with glass capped at 20 per cent of floor area and doors held to U-0.20. The CF1R asks each wall’s frame type, wood or metal, and the software reports metal framing as a special feature. See new home Title 24 for the rest of the package and ADU solar.

Factory-built containers

The California Building Code has an intermodal shipping container section, and HCD’s amendment requires its approval for off-site conversions that qualify as factory-built housing. See prefab ADUs and manufactured homes. A storage container is a shed, garage or studio case.
