Why Did CHEERS Send Me a Signature Email?

CHEERS is the registry that holds Title 24 compliance documents. A signature request from it means the document has cleared the registry's completeness checks and the preparer has already signed, so your electronic signature is next. Before signing, open the document from your own registry login and check the address, your role and the document type.

What the request tells you

A registry will not offer a document for the responsible person to sign until every required field has been validated and the documentation author has signed. So the email says the preparer is finished. It does not say the design, or the installation, is correct.

Three checks before you click

  • Address. The project name and location on the certificate must match the plans filed with the permit application.
  • Your role. A CF1R is signed by someone eligible under Division 3 of the Business and Professions Code to accept responsibility for the building design. On an alteration, the building owner or the owner's agent can be that person. If you are neither, tell the preparer instead of signing.
  • Document type. A CF1R describes the design. A CF2R certifies an installation and is signed by the installing contractor or an authorized representative, never by a homeowner who did not install the work.

What signing does

Before you sign, the registry must show the whole document and its declaration statement. For a CF1R, the declaration says the energy features listed match the other documents, plans and specifications submitted to the building department. Once you sign, the registry places an image of your handwritten signature, your qualifications, the date and time on the page, and prints the registration number in the footer of every page.

Things not to do

Do not hand your login to the preparer so they can sign for you. The appendix says sharing a secure login may be treated as fraud and can cost every person involved their access. If the message is unexpected, skip its link, type the CHEERS address into your browser yourself and look for the document in your account.
