Why Is My CF1R Not Registered?

A CF1R shows as unregistered when the documentation author and the responsible person have not both signed it electronically in an ECC-Provider registry, or when a revision, an unfinished existing-conditions test or a validation error holds it back. Registration is also only required where compliance needs field verification.

First, should it be registered at all

Registration applies to low-rise residential buildings where compliance requires field verification (Section 10-103(a)1B). For a small alteration with no field verification the department may require no certificate or a simplified one (Section 10-103(a)1C). If the certificate lists no field-verified measure, an unregistered CF1R can be correct.

Five reasons it stays unregistered

  • A signature is missing. The author and the responsible person both sign electronically, and the registration time is the moment of the responsible person's signature. A certificate someone started appears as not complete on the project status report.
  • It was revised. The revision needs a fresh registration signature, the revision digit rises, and earlier revisions are obsolete. Installation or verification documents that depend on it lose their registered status until signed again.
  • An existing-conditions test is outstanding. For an alteration modeled with verified existing conditions, the registry requires a registered CF3R-EXC-20-H before it registers the CF1R.
  • The data failed a check. Registries run validation rules specific to each document type.
  • It sits in a closed registry. From 3 September 2024 departments could no longer accept documents registered by CalCERTS; only CHEERS-registered documents could be accepted before a permit was issued.

What the department will expect

Where registration applies, the CF1R is registered before it goes to the department, and the sheets in the plan set are copies of the registered document (Reference Appendix JA7.5.5; Section 10-103(a)2A). The exception is the HVAC changeout: the Energy Commission describes urgent alterations that may register later, but before the permit is closed. The department decides which route it uses.
