What Does 'Registration Required' Mean on a CF1R?
It means the CF1R must be filed with an ECC-Provider data registry, signed electronically and stamped with a registration number before it goes to the building department. It applies when compliance needs field verification. CHEERS is the only ECC-Provider the Energy Commission lists as approved (read 6 October 2026).

When the requirement applies
Section 10-103(a)1B ties it to low-rise residential buildings "for which compliance requires field verification". The manual puts it in practical terms: registration is required for all newly constructed homes, most additions and many alterations, and for any project that needs a CF3R. Where no field verification applies, a department may skip or simplify the certificate, so a CF1R without a registration number is not automatically wrong.
The registration block, field by field
On the registered 2025 certificate we read, one line at the foot of every page carries three items:
- Registration Number: unique to one document, it encodes the document type, the revision level and the link to related documents, and the Appendices require it on every page.
- Registration Date/Time: the moment the responsible person gave the electronic signature. The Appendices specify year-month-day on a 24-hour clock; this example prints month/day/year.
- ECC Provider: CHEERS in that example.
The last page also carries the registry's digital signature, with a statement that it secures the content and "in no way implies Registration Provider responsibility for the accuracy of the information". The footer notice says CHEERS generated the copy from information uploaded by third parties.
Why a printout is not enough
When registration is required, the certificates incorporated into the plans must be copies of the registered documents, and only the current revision is valid. A revision gets a new signature and a new number. The usual exception is the HVAC changeout (ALT-02-E): the Energy Commission says urgent alterations such as changeouts may register later, but before the permit is closed.
If yours has no number
Check the certificate for an ECC feature summary. If it lists measures and the footer is blank, ask the preparer to finish registration before submitting. The installer's CF2R and the rater's CF3R go to the same registry afterwards.
