Registered Is Not Approved: What the Building Department's Stamp Adds to Your CF1R

Registration is a data-registry step: the document is validated, signed electronically and digitally sealed, and the registry takes no responsibility for its accuracy. Approval is the enforcement agency's own act, by stamp or authorized signature, normally before the permit issues. A registered CF1R can still come back from plan check with corrections.

Two gatekeepers, two different questions

The registry asks whether the document is complete, passes its data checks and carries the required signatures. The building department asks whether the design on the plans complies with Part 6 and matches the certificate. Passing the first does not answer the second.

What the registry seal says

Registration adds the signer's electronic signature, a unique registration number on each page and the registry's digital signature. That seal states it secures the content of the document "and in no way implies Registration Provider responsibility for the accuracy of the information" (Joint Appendix JA7.6.3.2.4.1).

What the stamp adds

  • The agency approves the certificate of compliance by stamp or authorized signature before it issues the building permit (Part 1, Section 10-103(a)2A).
  • For an alteration needing field verification where no plans are required, approval can wait until final inspection.
  • The agency may demand the compliance software file or other support showing the design conforms (Section 10-103(a)2C).

Why a registered report still comes back

The plans examiner compares the certificate with the drawings, such as window values and HVAC ratings, and the plans must conform to the certificate. A mismatch is a correction whether or not the CF1R is registered. If a change after approval could break compliance, amended plans and certificates must go back to the agency for approval (Section 10-103(a)2B). How the agency checks the registered part

It has to verify that documents required to be registered are registered, by any valid means it finds satisfactory, which can include a registry user account (JA7.4.7).

The order that works

  1. Register the CF1R.
  2. Submit the registered copy with the permit application.
  3. Wait for the stamp, then for the permit.
