Who Completes CF3R Forms on a Residential Project?
Only the certified ECC-Rater who performed the field verification or diagnostic test completes and signs the CF3R, then registers it with the ECC-Provider. The rater must be independent of the builder and the installer, and cannot proceed without the installer's registered CF2R. No other person signs.

One signer, no substitutes
The certified ECC-Rater who performed the verification signs the certificate of verification (Section 10-103(a)5). Technicians who are not certified may do the testing only if the rater directly supervises them in person on the site. If more than one rater is responsible for parts of a building, each signs for their own portion.
Who may prepare the entries
A registry user who is not a rater can provide documentation author support when the rater authorizes it, and signs a declaration that the data are accurate. The rater's electronic signature still certifies the result.
Who is barred from the job
- A rater or rater company with a financial interest in the builder, designer or subcontractor signing as responsible person. That includes an investment worth 2,000 dollars or more, ownership, a debt agreement or an employment relationship, unless the rater company files a Declaration of Separation of Services.
- A rater testing for a business owned or run by a close relative, or doing construction work on the same site.
- Quality-control program staff, who assist raters but never sign CF3Rs.
Credentials and filing
The rater must be certified by an ECC-Provider, and the CF3R goes into the same registry as the project's CF1R and CF2R. A 2025 project needs 2025 certification, while a 2022 project can use a rater certified for 2022 or later. Each dwelling gets its own CF3R, and in a sample group the untested homes still receive a registered CF3R that marks them as untested. Alterations are never sampled (RA2.8).
What happens before the signature
Before any testing the rater gives the owner a Consumer Information Form and files it with the provider. The rater confirms the CF1R and CF2R are registered and that the installer's results meet the plans, then tests and registers.

No. Only the ECC-Rater who performed or directly supervised the test signs, and a failed test leaves a FAIL-watermarked record rather than a passing CF3R.
Contact details for the owner go on the Consumer Information Form filed before testing. The Commission says the ECC-Provider must send certificates of verification to the homeowner when those details are on the registry.
