Why Are CF3R Forms Missing at Final Inspection?
A CF3R is missing at final when the ECC-Rater has not registered a passing result. The usual causes are an unregistered installer CF2R, a failed test, a refrigerant charge check postponed for cold weather, or a visit that never happened. Some jobs need no CF3R, because the CF1R lists no field-verified measure.

Read the registry before chasing anyone
The project status report lists each required certificate of verification with its registration date, or marks it not complete if the record was started but not registered. CHEERS says the report can be downloaded once the rater finishes testing and updates the registry.
Five causes with different fixes
- The CF2R is not registered. A rater may not submit a CF3R for a dwelling without the installer's completed CF2R. Fix the installer's form first.
- The test failed. The registry keeps the failure and prints the form only with a FAIL watermark. The installer corrects the work, and the rater who registered the failure, the rater of record, must register the passing retest. The ECC-Provider can release the project if that rater agrees, is unable, is suspended or will not continue, and then verifies the retest.
- It was too cold. Below 55 degrees F, when the installer charged by weight, the department may approve charge verification on a registered CF2R with the installer's signed promise to return, and the rater checks the charge once it is 55 or warmer.
- The filing went to another registry. The CF3R must go into the same registry as the project's CF1R and CF2R.
- No rater is involved. In multifamily buildings of four or more habitable stories the installing contractors test, except indoor air quality.
If the rater has gone quiet
The builder arranges the rater, and each ECC-Provider publicly lists the rater companies it certified, so a replacement can be found. Where a failed test is on record, the release has to go through the provider. The department cannot issue a certificate of occupancy before it has every required compliance document, including the CF3Rs.
