Detached Studio Conversion to Living Space: Title 24 Requirements

A detached studio is classified by its history. Converted from an unconditioned building, it is an addition with no solar requirement. Built new and conditioned, it is a newly constructed building with a solar calculation. Already conditioned and turned into an ADU, it is an alteration. A kitchen and bathroom decide whether it is an ADU at all.

Three origins, three outcomes

  • Converted from a garage or workshop. The Commission treats conversions of unconditioned space as additions whether attached or detached. Photovoltaics are not required for additions. The addition can be modeled alone, which leaves the existing building out of the calculation.
  • Built new as a conditioned studio. A conditioned, newly constructed Group U building on a residential lot must meet the PV rule, with zero entered for dwelling units. The manual's example, 1,200 square feet in zone 15, comes to 1.87 kWdc. No PV is required when the result is under 1.8 kWdc.
  • Already conditioned, then repurposed. A conditioned studio turned into an ADU is an alteration, so only altered components such as a new water heater, a mini-split, lighting or envelope changes must comply.

Studio or ADU

A dwelling unit, under Section 100.1, has permanent provisions for living, sleeping, eating, cooking and sanitation. The whole-dwelling ventilation rule of Section 150.0(o) is written for dwelling units, so a studio without a kitchen and bathroom is not caught by it.

Add both and the converted studio is a new dwelling unit that is an addition. Its ventilation airflow is then sized on the unit's floor area at any size, and a vented range hood is verified by an ECC-Rater. HCD adds that a junior ADU cannot be placed in an accessory structure, so the junior ADU ventilation exemption never applies to a studio.
