Shed Conversion to Living Space: Title 24 Requirements

Converting a shed into living space is an addition under Section 150.2(a), because a heated or cooled shed becomes newly conditioned space. A bare shed has little to keep: its floor, studs and rafters are all judged as new, and its small size decides which limits apply. State ADU law names sheds as convertible structures.

A shed is a building of Occupancy Group U on a residential site, which Section 100.1 counts as a single-family building, so its lighting is regulated while it is unheated. Enlarging an unconditioned building is itself an addition under the definition. Heating or cooling one converts unconditioned space, attached or detached, into newly conditioned space.

What a bare shed brings to the report

  • Floor. A shed on skids or piers has a raised floor over open air, which takes R-19 or U-0.037 in every zone. A shed on a slab needs no perimeter insulation in zones 1 to 15.
  • Walls and roof. Existing walls around newly conditioned space count as new. Where the siding stays, 2x4 studs take R-15 in the cavity with no continuous insulation. An enclosed rafter ceiling takes R-22, or an assembly U-factor of 0.043.
  • Size relief. At 400 square feet or less glass is capped at 75 square feet or 30 percent of floor area. At 700 or less Quality Insulation Installation is not required. At 300 or less there is no cool-roof rule.

When the shed becomes an ADU

HCD says State ADU Law allows detached garages, sheds and other existing detached accessory structures to be converted into ADUs, with up to 150 square feet added beyond the existing dimensions solely for entry or egress. A junior ADU cannot go in an accessory structure, so that ventilation relief is out of reach.

A converted shed that becomes a new dwelling unit gets whole-dwelling ventilation sized on its own floor area, plus exhaust for a kitchen or bathroom. Solar is not required for an addition.
