Can CHEERS Register a 2025 Title 24 Project?
Yes. The Energy Commission approved CHEERS on 12 November 2025 as an ECC-Provider with a data registry for 2025 Energy Code documents. The approval covers new single-family and multifamily buildings, additions and alterations. It is the only ECC-Provider the Commission lists as approved, as read on 6 October 2026.

What the approval covers
- Certifying and overseeing ECC-Raters who test newly constructed single-family and multifamily buildings, additions to them and alterations of them.
- Efficiency measures in dwelling units and in mechanical systems of nonresidential buildings.
- A residential data registry that generates 2025 documentation and is also approved for 2013, 2016, 2019 and 2022 documents.
What it excludes
The Commission lists two exclusions: 2022 and 2025 low-rise multifamily certificates of compliance (LMCC) for prescriptive new construction, additions and alterations, and the matching certificates of installation (LMCI) for prescriptive new construction mechanical systems. Those do not go through CHEERS.
Which documents it registers
Registration is not universal. A low-rise residential CF1R is registered when compliance requires field verification (Section 10-103(a)1B). When verification applies, every CF2R for the dwelling is registered too, and a CF3R is always a registered document. Without verification, RA2.5 says the CF2Rs posted at final need not be registered copies, although Section 10-103(a)3C lists all others for the registry except those the Commission does not require, so ask the department. A performance CF1R is produced by approved compliance software, and the registry can receive that data file.
No second provider yet
Providers from the 2022 cycle had to be re-approved for 2025. The Commission's provider page also lists another application, but an application is not an approval, and the January 2026 counter sheet showed CHEERS alone. A site that still lists CalCERTS as an option is out of date, as the CalCERTS closure explains.
