Cathedral Ceiling Insulation Under the 2025 Energy Code
In a new home, a cathedral ceiling meets the prescriptive package with R-38 cavity insulation in every climate zone, a path the 2025 Energy Code added. The rafters must be deep enough to hold it with the vent space the building code asks for, and the insulation has to sit in direct contact with the ceiling.

What the Standards call a cathedral ceiling
Section 100.1 describes an exterior partition under 60 degrees from horizontal, made by fixing the ceiling directly to the underside of the roof framing with structural sheathing on top. It may be flat or sloped, vented or unvented.
Ways to reach R-38
- R-38 in the rafter cavity, the value Table 150.1-A and Section 150.1(c)1A list for every climate zone.
- An assembly with the same or a better U-factor. The table footnote lets cavity plus continuous insulation count, using JA4 Table 4.2.2.
- The performance approach, for designs the package does not cover.
Will it fit between the rafters
JA4 Table 4.2.2 sets the limits. High-density R-38 batts must come in under 10.25 inches thick, and R-30 under 8.25. A 2x12 is 11.25 inches deep, which leaves the one-inch vent gap the table assumes. Shallower rafters need continuous insulation or another assembly from the table. Filling the whole cavity with loose-fill, cellulose or open-cell spray foam needs the local building official's prior approval.
Contact and ventilation
Section 150.0(a)4 asks for insulation in direct contact with a ceiling sealed against air leakage. For a vented rafter space, the manual says to check which ratio the department follows, 1/300 or 1/150 of the area ventilated, and to keep at least one inch of air space against the sheathing and at each vent.
Remodels and small additions
An altered rafter roof must reach at least R-19, or U-0.054. For an addition of 700 square feet or less, the manual's Table 9-1 lists R-38 for cathedral ceilings in all zones, while the Standards' exception to Section 150.2(a)1B sends an enclosed rafter ceiling to Section 150.0. Ask the department which it applies.
