How Does Insulation Affect Title 24 Calculations?
The model compares your insulation with the prescriptive package, and only what beats it earns credit. Mandatory minimums apply under both methods. Credit usually comes with paperwork: quality insulation installation requires an ECC-Rater, and existing insulation in a remodel is either assumed or verified.

Two baselines, not one
The mandatory minimums come first and cannot be traded away. New ceilings need U-0.043 or R-22, 2x4 walls U-0.095 (R-15 at 16 inches on center), 2x6 walls U-0.069 (R-21), and raised floors U-0.037 (R-19). The 2025 cycle raised the wall minimums from R-13 and R-20. Above those sits the prescriptive package, which the performance model uses as its reference: a framed-wall U-factor of 0.048 (0.065 in zones 6 and 7), and quality insulation installation in every zone.
What earns credit
The manual lists the envelope strategies that exceed the standard: higher insulation levels, raised-heel trusses, reduced thermal bridging, and panelized systems such as SIPs and ICFs. Some bring ECC verification. Quality insulation installation, for example, rests on two field-verified criteria, air sealing of the enclosure and correct installation of the insulation itself, and is prescribed for new buildings and additions over 700 square feet. Cathedral ceilings
Cathedral ceilings have their own 2025 prescriptive path, Option C, requiring R-38 in all climate zones. The ceiling and attic options are compared in the roof-type page.
In an existing house
When insulation is altered, the reference house is the Section 150.0 minimums (R-19 for an altered ceiling) if nobody verifies what was there, or the existing R-value if an ECC-Rater does. Which is better depends on what is in the walls; unknown insulation has its own page, and insulation requirements gives the basic numbers.
Order of upgrades
The manual notes that adding insulation later costs more than maximizing it at the start, and insulation needs no maintenance. If a design is short on margin, envelope credit is the most durable place to find it, before reaching for a different system.
